Noulat Soulivong
Director of the Clinical Legal Education (CLE) Program, National Institute of Justice Laos
He holds a Master’s degree from Chiang Rai, Thailand. Since he was appointed CLE Director in 2022, Mr. Soulivong has played an instrumental role in launching and advancing the CLE program at NIJ.
Although NIJ is relatively new to implementing Clinical Legal Education, especially compared to long-established programs such as the one at the Faculty of Law and Political Science (FLP)—Mr. Soulivong has led efforts to build the program’s capacity steadily. Under his leadership, NIJ has actively participated in CLE workshops, trainings, and collaborative exchanges with other CLE programs both within Laos and internationally. These exchanges have allowed NIJ to learn from more experienced institutions and adapt best practices suited to its unique context.
In addition to supporting student learning and practical legal training, Mr. Soulivong has overseen the development of initiatives aimed at promoting access to justice. Notably, the NIJ CLE program has conducted legal service access surveys in Vientiane Capital to better understand community legal needs and to shape responsive CLE activities.
His commitment to strengthening legal education and expanding community engagement continues to position NIJ as an emerging leader in Clinical Legal Education in Laos.
