Activities in 2010 – CLE? Community Teaching:
The CLE Program serve to expose students to teaching basis laws in and around the capital city of Vientiane. The main target groups are Somsangar Rehabilitation and Treatment Center and Public Schools. The CLE team have four people (two man and two women) and responsible for 20 audiences. In each group has to teach six law topics for each semester. Moreover, the audiences who attend class more than four times of all six times, The CLE will be give certificates for them.
1) Somsangar Rehabilitation and Treatment Center.
Somsangar Rehabilitation and Treatment Center is a first place that CLE provided students to teach basis law for the audiences who tried to stopped drug usage.
Example law topics to teach are:
- Fighting in light case (rule 1)
- Rape (rule)
- Swindle of citizens
- Gambling
- Production, Trade, Consumption or Possession of Narcotics (rule 7)
- Sexual intercourse before wedding
- Flight from the Scene of the Accident, etc..
2) Public Schools
The CLE program provided students to teach basis law at public schools. For example: Sisattanak secondary school, Sisattanak high school, Donnokkhoum primary school, Phonthan school, Anouvong school, Vientiane high school, etc. For the law topic for teach at public schools, CLE students will select for them, it depend on the situation that happened in the social and the topics must be useful for them and is able to use in their daily life. In addition, some topic, the students at public school will select by themselves what law topic they would like to know, then CLE students will make lesson plan to teach them.
Moreover, some schools in and around Vientiane are required CLE students to teach their students such as Nonsa-at school, Thalath school, etc. At these schools they already selected law topics by themselves. The most law topic is about criminal law. Example Article 146 (New) rule 7: Production, Trade, Consumption or Possession of Narcotics, Article 119: Theft and Mugging of Personal Property, Article 128: Rape, Article 86: Flight from the Scene of the Accident…
3) Land Law teaching
On the summer in each year, CLE students visited communities to teach land law in provinces of the north and south of Laos. The numbers of communities are select by donors who are supported our students. In 2010, more than two months, CLE students had to live with people in remote areas. They visited Luangprabang province (the north of Laos) , Attapue and Savalan provinces (the south of Laos). They visited over 240 villages to teach land law. In this case, we believed that our students will learn more and more how to live with people in rural areas; they will learn ethnic group’s culture. Therefore, they will gain more knowledge and skills especially community teaching and they can apply this knowledge and skills to improve and develop our program in the future.
4) Exchange experience
On September 2010 CLE members both professors and law students went to visited Law clinic, Chiang Mai University, Thailand to exchange experience on communities teaching and shared experience on in-house consultation clinic. In addition, we also joined development lesson plan and joined teaching law at Juvenile Detention Center (JDC). This program was supported our professors and law students to learn new knowledge and skills from Law clinic at Chiang Mai University. In this program, our professors and students gained some knowledge and skills of lawyering skills and consultation clinic skills from Law clinic and they can apply this knowledge and skills to establish in house consultation clinic at faculty of law and political science in Laos in 2011.
